Ban the owners not the breed! Pet licences & basic dog training to be MANDATORY
1) All pet owners (not just dog exclusive) should be required by LAW to register themselves as pet owners & each of their pets they ever own
2) Regulate dog training industry - ensure all trainers are QUALIFIED & owners nationwide attend COMPULSORY basic training courses
3) Ban abusive pet owners
Dog attacks are a result of the owners knowledge & handling, NOT THE BREED.
If animal ownership becomes regulated, it ensures ALL owners are fully liable for animals in their care.
Licences will also help reduce pet desertion & abduction.
Licences will also help prosecute & ban animal ownership if proven guilty of animal abuse.
Different training methods work for different breeds, but it's not regulated.
Dog attacks would reduce significantly if owners are obliged to basic behavioural training.

The Government e-Petitions Team gave the following reason:
There's already a petition about this issue. We cannot accept a new petition when we already have one about a very similar issue.
You are more likely to get action on this issue if you sign and share a single petition.
We think these petitions are very similar to yours:
Introduce licences, mandatory training and annual vet visits to own a dog: petition.parliament.uk/petitions/643739
Bring back a Dog Licence: petition.parliament.uk/petitions/643650
We could accept a new petition about the regulation of the dog training industry, if that's something that you'd like to start a petition about.
