Change of policy regarding warrants for failure to appear due to address issues
I would like a policy whereby, when a warrant is issued, the address is checked against that of the summons. When a discrepancy is noted, a new summons should be issued in leu of the warrant.
This is two fold.
1. It saves public money as holding someone in a cell is not a free and/or cheap exercise.
2. It is a much fairer way of delivering justice.
It would be much cheaper to make the changes to the PACE 1984 legislation than the human resources involved in arresting, detaining and transporting someone to court when they where not actually informed that they where due to appear initially.
