Extend the network railcard area beyond the southeast to include all of England.
In the south of England, an average person over 30 can pay 30% less for railway travel with a network railcard. Over 30s traveling outside the South have to pay 30% more. This negatively effects the Midlands, North and Southwest. 'Level Up' and give equal access to cheaper travel everywhere.
This is about undoing a wrong of making poorer areas pay more. Give everyone the same access to cheaper railtravel by making the network railcard and it's 1/3 discount accessible to everyone in England. The nation wants to curb ghg emissions, more affordable public transport will help this. A greater focus on and use of public transport will create a compounding effect of improvements and promotion. Bringing more people towards better, cleaner and cheaper transport.
