pay in vouchers to have the XL bullie neutered, NO euthanasia
You could offer vouchers neutering instead of £200 for putting innocent dogs to sleep just because the owners cannot afford to adhere to the guidelines.
Vets are not happy about having to euthanized dogs who have never bitten or shown aggression just because the owner cannot afford to register and have their dog or dogs neutered
The government could give the owner a voucher for £200 which could be paid directly to the vets for the dogs neutering and offer a voucher for registering, you are paying £200 to euthanize, offer the same amount to have the dog neutered
