Petitions Avilable Only For People Who Vote At Elections
There should be a system in place which allows only those people who voted at the most recent, back-dated election (With exception of those who are ineligible to vote) to enact a petition or public campaign.
When little over a third of the eligible electorate (on average) bother to vote, their rights to influence policy elsewhere should be limited accordingly.
They have failed to participate in the democratic process as it was given, and yet irrationally expect to influence a government they neither voted for or against.
Individuals who failed to attend a polling station, the last time an election was held, should be disqualified from having any request/petition/campaign/lobby considered by the government, until the next election. Reasonable, lawful and fair exceptions being taken into account
