Include a “no candidate” option on election papers
Include a “no candidate” option on election papers to allow voters to indicate a lack of confidence in all the candidates. Currently not voting is seen as apathy, and spoiling the ballot paper as ignorance
Parliament needs to understand when voters have no confidence in the options available too them
