Extend delay repay scheme to cover bus and tram services
If a train is delayed or cancelled you can claim a full or partial refund depending on the length of delay, however bus and tram services are able to sell advance tickets and then not run the service and not offer any refund. No other service can charge for something and not provide it.
Extend the existing delay repay scheme whcih exists for train services, to cover all public transport - i.e. bus and tram services.
