Force car makers to make cars harder to steal to lower car insurance.
Fine car manufactures that don't do this. Force them to update the cars software or fit security devices at no cost to the current owner.
Car insurance has gone through the roof and some insurance companies are refusing to insurance certain cars due the amount of them that are being stolen.
