Bring back dog licences and hold owners more responsible
It's unfair that dog breeds are banned when in fact its all down to the responsibility of the owner to train a dog correctly and be able to control them. Dogs are not to blame, owners are.
Bring back dog licences. Set out rules and checks for people to prove they are good owners. It should be reviewed every year.
Higher prosecution/penalties for irresponsible owners.
