Make it law for ALL dogs to be kept on leads in public places.
For the government to make it law, that all dog breeds are kept on a lead in public places especially in busy public walking areas. With the exception of specifically designed gated dog walking fields that are enclosed or private lands.
Enforce a fine system for offenders who do not keep dogs on leads. If they are repeating offenders then ban from keeping dogs due to irresponsible behaviour and endangering other animals and humans.
Many dogs are walked off leash in public built up areas and this leads to other animals being attacked or unwantingly approached. It makes it harder for owners who have reactive dogs to walk their dog safely, especially when being approached by dogs with poor recall.
