Regulate exchange of pet ownership

Petition Details

I think there should be rules in place to regulate those who are buying a pet. For example, legislation which requires all sales/gifts of pets to be registered and checks to be conducted on buyers.

Additional Information

Too many pets are sold or given away on free ads online or in person and end up in the wrong hands and some suffer awful imaginable cruelty or abuse. There are no checks in place. This should always be done to stop pets being taken by those who can't care for them properly.
