National Service for young offenders
I believe that young offenders or at least those under 30 should be fully trained in the armed forces. Not only is this constructive to working as a team, gives the offender a purpose and possibly even pride. No longer could the devil make work for idol hands and it will reinforce our forces and teach discipline.
