Insurance should be on the car itself instead of the individuals who drive it
Car insurance should not be decided by demographic, geographic or psychographic factors, but by the History of the car model. For example. Theft Rates, Acceleration, Accident Rates.
Shifting the focus of car insurance to the vehicle rather than the driver in the UK could offer a fairer system, particularly for young or inexperienced drivers facing high premiums. It could encourage the use of safer vehicles, simplify the insurance process by focusing on the car's features, and reduce discrimination based on age or driving history.

The Government e-Petitions Team gave the following reason:
Decisions about what car insurance products to offer are a matter for individual insurers, not the UK Government or Parliament.
