Petition Details

90% of reactive dogs are that way after being attacked or pestered by an off lead dog.

Owners with an on lead dog, are being responsible trying hard to keep their dogs away from others, and should be protected from any form of punishment, due to a fight occurring due to an off lead dog.

Additional Information

Why dogs shouldn't approach on lead dogs.
1.. owner may be scared of strange dogs
2.. dog may be in recovery
3... dog may be scared of strange dogs
4.. dog may be contagious
5... dog may be in training
6.. elderly dogs can get knocked over and injured
7.. puppies can be scared easily, creating a reactive dog
There are many other reasons why all dogs should stay on lead
