Create dedicated Flood Protection Agency with own budget

Additional Information

Because the Environment Agency has become so large with conflicting priorities, I propose that the flood functions be removed and placed with a new dedicated FLOOD PROTECTION AGENCY with the SOLE responsibility of managing the waterways, flood defences and flood prevention activities with sufficient funding needed to protect the country from devastating floods in the future.
