I wish to petition the government to hold a referendum on the enforcement of parental control to children under 13. Unruly Children often cause huge distress to many citizens through lack of parental control, i.e. playing causing nuisance in an area where they do not reside, to forbidding children under 10 from running about and roaming the streets after 21:00, and to make this enforcement statutory law
