Limit tobacco sales to small retail outlets

Additional Information

Remove the right of retail outlets with a floor space above 100 square metres to sell tobacco products. (The intention is not primarily to reduce tobacco sales but to support small shops in town centres and villages by taking sales away from supermarkets)
