prevention of early breaking of horses and ponies

Additional Information

There are sights on the internet ( dragon driving being a prime example) that advertise young horses and ponies for sale in awful condition. There ponies are too young to be broken in and working as the photographs prove. There needs to be a law or regulations to prevent this.
