Instead of imprisoning some illiterate offenders, offer them a course in literacy with a test to pass instead

Additional Information

A huge amount of prisoners cannot read or write. As an alternative to a prison sentence suitable offenders could be offered something like a one year night school class in basic maths and literacy, which if they pass the test at the end satisfies their sentence.
