Make passenger pedal tricycles licensed and have a minimum of 3rd Party Insurance

Additional Information

Currently pedal tricycles which carrying paying passengers need no licence or 3rd Party Insurance. They use up a full lane on the road and when involved in an accident have no responsibility or accountability. When they cause an incident all the costs fall to the other parties in the incident no matter who is at fault.
