All dogs in public places to be muzzled by law

Additional Information

I would like to see a law introduced that increases safety by making dog muzzles compulsory in public places irrespective of breed or size. Dogs have bitten people of all ages and size. Of course there has to be exceptions and I accept this but there also needs to be more responsibility taken by irresponsible owners who cannot or will not treat or train their pet with public safety in mind.
