care leavers: Minimum
Action: We, the undersigned, call for the creation of a new law, which places statutory obligations upon all local authorities to provide an agreed minimum standard of accommodation for care leavers.
Explanation: The Commons Education Select Committee says B&B accommodation is being used to accommodate young people in care [Care Leavers] & is "threatening & frightening" & should only be used in emergency.
Parliament has a responsibility to ensure that all care leavers are provided with appropriate & secure accommodation upon leaving care.
In 2010, MP, Helen Southworth, placed a proposed bill before the Commons designed to ensure that all Care Leavers be given a minimum standard of accommodation, with a duty placed upon local authorities to provide this. Due to a lack of time & MPs voting not to allow it through automatically to a 3rd reading, the bill disappeared.
