For Vets to reduce all their costs to promote animal welfare

I would like the government to issue flat rates throughout the Veterinary Practices in order to promote animal welfare.
Wether you have pet insurance or not the vets charges, at times, are astronomical which can lead to some animals not being treated fully or at worst abandoned by their owners.
Ability to pay either by insurance or not appears to be the paramount interest of veterinary practices, when ultimate focus should lie with the animal.
Lower vet fees could mean a reduction in abandoned animals and give more pet owners the ability to pay for treatment.
