Bring Back Dog Licences And Enforce Micro-Chips.

Bring back dog licences with a £50 yearly charge so that only 'responsible' people can own a dog and make Micro-chips compulsary to aid identification, and licences must be renewed every 12 months only with proof of all innoculations. This will help stop the rising tide of stray dogs and attacks on people.
