THE IPCC ONLY INVESTIGATE VERY SERIOUS COMPLAINTS, MEANWHILE THE LOCAL POLICE INVESTIGATE THEIR OWN COMPLAINTS AND VERY OFTEN FIND THEMSELVES 'NOT GUILTY'! IN THE INTEREST OF FAIRNESS AND ACCOUNTABILITY ALL POLICE COMPLAINTS SHOULD BE INVESTIGATED BY AN INDEPENDENT BODY.
