People Who Can Vote in a Referendum
Only people who voted in the general election should be able to vote in a referendum. This would increase turnout as people would want to be involved in a referedum held by the government who got subsequently elected. It would stop people who arent bothered in a general election but who would want to vote on controversial issues.
