Cat problem in cities

Additional Information

make all cat owners have a licence for their pets the same as dogs. Also any cat must be on a lead when outside their property. This would encourage wild life (birds) to return to gardens without being killed for fun by cats. The damage and mess cats make in other peoples gardens is disgusting. This may make cat owners more responsible for their pets unacceptable behaviour?
