Stop Councils using the Data Protection Act as an excuse for Information giving to Councils

We want to stop this New Intrusive New Requirement of Councils who insist that people who phone-in repair reports who must go through a list of so called Security requirements before they can give them; and then excuse it by saying that it is under the Data Protection Act.
The Data Protection Act is there to 'Protect' Our Data and that cannot be done by Councils when hundreds of their employees are given open access to it and open privelige to use it.
We are now required to give personal details like Date of Birth, Mothers Maiden Name and First School etc, which is totally unncecessary to the Reporting of a Repair. The Council already know our names and addresses and our telephone numbers and anyone can gather these pieces of information from Public Records anyway !
