Financial assistance to older tenants who live alone or with just one other to vacate a 3 bedroom or other too large a property and buy a smaller flat or apartment.Thus allowing a larger family to occupy the vacated property instead of building new accomadation and leaving old folk in large unmanageable homes that they do not require.
