I propose that the Select Committees are instructed formally to admonish Ministers should a majority in its examination of a Departments activity conclude that any legislation or policies generated by the Minister or ex-Minister have been shown to be poorly thought out and ineffective in producing the objectives as previously defined by that Minister.
This is not asking the Select Committees to make the Minister accountable for a politically derived goal and objective but to examine how rigorous was the process that was put into the design phase of the policies creation.
