Compulsory mud flaps on all vehicles.

Additional Information

On countless occasions I found visibility whilst driving when it is raining, and even more noticeably after it has stopped raining, is severely reduced by the spray from surface water thrown up by vehicles. When driving behind a vehicle that has mud flaps fitted I have found the problem greatly reduced.

I would like to suggest that compulsory fitting of mud flaps to all vehicles, i.e. as part of the MOT, would greatly reduce this problem and the inherent danger.
