Limit benefit loss to time worked.

Additional Information

Many people work on short term contracts and are paid in arrears. Currently the Job Centre Plus Removes benefits when you are working more than 16 hours a week or earning in excess of a set limit. If a claimant works for 16 hours a week in month A and is paid in month B benefits are not paid for both months discouraging potential employees from taking such jobs.
