There needs to be an official body which has the legal right to enter and seize when animal cruelty is evident.At present if I called the RSPCA or my local Animal Warden they could visit a property and look over the fence but have no power to do anything else without police backup.They in turn are too busy to make neglected animals top of their list and so abuse goes on for months or years unpunished.I feel sure the savings made by local authorities added to the immense financial tax aid given to the RSPCA could fund a new scheme with officers equipped and trained to remove and fine on the spot.The old way is no longer viable with the numbers involved.Actions speak louder than words.
