To ensure the wellbeing of people who encounter dogs and other animals who also encounter them.
I propose all persons wishing to purchase/rescue/adopt/house/own a dog should apply for a licence. Course to be taken optional.

This will reduce impulse buys.
This will make people consider their reasoning for wanting a dog.
This will make it easier to filter dangerous dogs without being breed specific.
This will help the law.
This can be expanded upon for the wellbeing of dog and human alike
