Look into the use of "mobile" mobile phone blockers.

Additional Information

The use of mobile phones is used often in riots. However. it is possible to buy mobile phone blockers. What I am suggesting is just to have mobile phone blocking units in police vans which could be turned on during a riot to hinder communicatons. Afterwards they could be tuned off.
