Ban playing of loud music in public places

Additional Information

Government should ban the playing of "loud" music in public places, such as roads (e.g. from cars), beaches, public transport.
Music is a private activity and should not be inflicted upon other citizens.
The meaning of "loud" would have to be defined.
Enforcement should be quite easy.
