Explain exactly their calculations of the supposed 'Black Hole' in Government spending PRIOR to Labour becoming the Government of the UK, which we have constantly heard about.

Additional Information

We have heard of the supposed 'Black Hole' in Government spending since the day after Labour were elected.
The amount changes almost daily, but WITHOUT any underlying data.
We believe the reason is that the 'Black Hole' contains spending the government has itself committed to SINCE they have been elected, and has little, if anything, to do with the previous government.
