Creating a Policy to help families of missing people to get justice from the country they went missing in.

For example:

Madeleine McCann went missing in Portugal, yet the Portuguese police were slow in getting the case started. There should be a form of policy to protect people when they are abroad, instead of having to go through the policy of the local police in the UK.
