Place limits on NCPs eg. e-cigarettes etc

Additional Information

I have seen the excess of 30 children,as young as 7, in the past 2 days smoking e cigs and i have tried to find laws on the limitations on ecigs and there is not enough.
I want there to be a law placed stating "Persons under the age of 18 are not permitted to purchase NCPs"
