The Government should ban the use of barbed wire in all fences, hedgerows and roadsides unless there is demonstrably and absolutely no alternative way of restricting the movement of livestock. Where barbed wire is deemed to be necessary then it should be mandatory to provide stiles, gates or similar at regular intervals to allow access to people and dogs under control.
