UK Dairy Industry being destroyed by selling milk as lost leader

Additional Information

The UK dairy industry is being destroyed by shops selling milk as a lost leader and expecting the producer to shoulder the loss. I want the government to investigate this practice and make it illegal for the retailers to make more than 10% more profit than the producer and not to pay below the cost of production to subsidise there policy of selling as a lost leader at the producers expense whilst they make a profit
