1 Remove 2028 lock on personal allowance
2 Benchmark to a cost of living index similar to state pension
3 Review and amend annually

Additional Information

We believe that the evidence points to the fact that not reviewing this allowance in line with inflation etc. disproportionately impacts the less well off as the value of income is eroded so the money buys less goods and services.
