Lower train prices to a capped amount
The prices of trains are horrendous. Making it difficult for people to use this travel. It is cheaper to travel by car, which raises unwanted emissions. Lower prices of tickets, especially for younger people and students.
So people can travel on trains without spending a stupid amount
