Make it mandatory that the Prime Minister actually answers questions
The public has no confidence that the House Of Commons is anything more than a political playground for sitting MPs. There needs to be a much higher level of professioalism and sincerity in questions and subsequent responses
The Speaker should be empowered to insist that MP point scoring responses are not accepted.

We can't accept your petition because the UK Government and Parliament as a whole aren't responsible for the issue you raise. Order in the Commons is the responsibility of the Speaker personally, and the Prime Minister is responsible for answers to questions.
