Change the law to make it illegal for a dog to be off a lead and/or unmuzzled in a public place.
Far too many people who breed fighting dogs take pleasure for them to attack other dogs and people in public places because it demonstrates their power and they know our politicians are busy on other personal enrichment money making matters rather than do something ANYTHING to protect the people who voted for them.
