National legality for unrestricted access to park on ones driveway without being blocked in

The right to park in your driveway without some one to park over your driveway preventing access. There should be a penalty imposed for breaking the law. Especially if you can't park on your drive way when you get home, meaning that your car has to be parked on a public road. This causes issues I someone were to hit someone's car as the insurance company would invalidate your insurance and therefore you would be insured and breaking the law.

Therefore make it 100% clear that it is illegal to park in front of a driveway preventing access unless you own that driveway.
