A new referendum on devolution should be offered to the people of Wales to confirm that the majority of people in Wales are for devolution.
The last referendum was not a true reflection of the people of Wales due to the low turnout figures. No decision on devolution should be made unless at least 50% of the voting population of Wales vote for devolution.
