Replace the Lords with a second chamber elected by full Proportional Representatin

Additional Information

The current House of Lords should be abolished and replaced by a fully elected second chamber elected by full Proportional Representation. With such a mandate, the second chamber should have a veto over all legislation, thereby forcing any government to seek a wider political concensus and to cooperate with other parties more.
