Protecting people from dogs

Additional Information

It should be a law that ALL dogs are kept on a lead at all times, unless they are within a property or the garden of a property. Also, it should be made law that owners of all dogs should be made to fit their animal/s with a collar that carries a unique number (like a car number plate) to make it easier to identify any dog that may attack a member of the public.
