The use of an abstenstion in elections should be recognised

Additional Information

To recognise people who are actively involved in the political process, who do not see their views represented within the party political system.
To have a minimum percentage turn-out at constituency elections for the election to be valid with the option that the Returning Officer to call for new elections and represents the constituency until the election is rerun
To write Abstain on the ballot paper is not a spoilt vote but a rejection on what has been offer to the electorate.
